DESCRIPTION:
This position directly benefits the Warfighter by linking Joint and Multi-Service CBRND Defense capability requirements, specific to the radiological/nuclear focus areas, to support dynamic concepts of operation, and participates in the support framework for the JRO-CBRND to develop Joint requirements within the CBDP POM. In addition, this analyst will monitor activities in coordination with JPEO-CBRND, DUSA T&E, and the Services for radiological/nuclear specific programs of record.

In addition, this analyst will monitor activities in coordination with JPEO-CBRND, DUSA T&E, and the Services for radiological/nuclear specific programs of record.
Primary duties will include (but not limited to):
- Identify, draft, develop, and coordinate Joint CBRN Defense requirements specific to radiological/nuclear capability needs. Work with Service, COCOM, and Chemical/Biological Defense Program (CBDP) stakeholders to identify requirements, and translate requirements into capability documents in accordance with current JCIDS Manual. Coordinate all aspects of capability and requirements documentation to include initial and follow-on staffing; entry into KM/DS system; presentation to relevant Working Groups, Functional Capability Boards, Joint Capability Boards and Joint Requirements Oversight Council as required. Monitor and advise across program lifecycle to ensure compliance with cost, schedule, and performance parameters. Solicit stakeholders for information in support of recurring and one-time Task Management Tool (TMT) taskers pertaining to DOD and other Agency data-calls, and coordinate responses to the requesting office or agency. The taskers may have a "short-suspense" or require completion within a normal timeframe.
- Serve as the lead Action Officer for the Assess (Rad/Nuc) Integrated Concept Team (ICT). Maintain and monitor roster of ICT personnel consisting of representatives from the Services, COCOMs, CBDP Enterprise, and other relevant organizations. Coordinate for quarterly ICTs (or more often as needed) with all participants. Develop draft agendas; conduct all pre-event coordination to include invitation, meeting space scheduling, produce and gather briefings, and other administrative tasks; lead the ICT, maintain accurate minutes and action items; publish minutes, track action items, and other after-action tasks as needed.
- Serve as the lead Action Officer and Subject Matter Expert for the customer on Presidential Policy Directives (PPD) pertaining to radiological/nuclear matters. Coordinate JRO efforts in support of PPD with the National Counter Proliferation Center (NCPC) to co-chair actions. Maintain master list of PPD participants; coordinate for/attend classified meetings; develop/provide classified briefings; provide advice/recommendations/courses of action on matters pertaining to PPD involvement.
- Attend and provide input at periodic DoD Chemical, Biological, Radiological, & Nuclear (CBRN) Survivability Oversight Group (CSOG) meetings, and prepare military leaders with background information for Principal level meetings/actions. Solicit and provide input throughout the DoD and Joint Staff, and coordinate response for Department of Homeland Security Report on National Nuclear Forensics and Attribution, Global Nuclear Detection Architecture (GNDA) Joint Annual Report, and other reports, tasks and data calls as required.
KNOWLEDGE AND SKILLS:
- Knowledge of CBRN Defense and Counter WMD plans, policies, doctrine, capabilities, organizations, and general efforts within DoD.
- Knowledge of Joint Capabilities Integration and Development System (JCIDS), Knowledge Management/Decision Support (KM/DS), Joint Strategic Planning System (JSPS) and Joint Staff Task Management Tool (TMT).
- Service experience in health physics, radiation science, nuclear engineering, or nuclear effects. Understanding of radiation principles, detection, effects, exposure and hazard mitigation. Must be knowledgeable in Service and Joint Forces operations, and be able to understand Service differences to implement requirements.
EDUCATION / EXPERIENCE:
- Candidate must possess a Bachelor's degree in an appropriate discipline. Possession of an earned MS/MA degree in an appropriate discipline is highly desired.
- 15 to 20-plus years of relevant technical area experience (comparable to a retired O-5/CWO5 or above or a former GS-14 or above).
- A minimum of five (5) years' experience on the Joint Staff, OSD, COCOM or Service staff.
