We are seeking a Nuclear Security Engagement Specialist who will lead and support projects supported by DOE's NNSA mission to support the secure transport of nuclear and radioactive material. This position resides in the Transportation Security Engineering & Analysis (TSEA) group in the Nuclear and Radiological Security (NRS) section, Nuclear Nonproliferation Division (NND), Nuclear Security Sciences Directorate (NSSD), at Oak Ridge National Laboratory (ORNL).

As part of our team, you will incorporate environmental humanities into problem solving for the transport of nuclear and radioactive material, such as spent nuclear fuel and high-level radioactive waste, by leveraging interdisciplinary approaches and bridging traditional divides between science and humanities to address issues such as energy, security, environment, justice, siting, technology, and safety.

Major Duties/Responsibilities:
  • Develop creative mitigation strategies by applying relevant expertise of identified risks inherent in national programs to transport, store, and dispose of spent nuclear fuel and high-level radioactive waste.
  • Develop innovative concepts for interactions with a diverse range of domestic and international transportation partners (e.g., NGOs, Tribal and State representatives, industry, academia, and government).
  • Align existing and develop new opportunities for ORNL research and development activities to engage with DOE programs.
  • Collaborate and facilitate engagements with colleagues in other ORNL scientific directorates and service divisions to cultivate robust relationships needed to expand program goals.
  • Support innovative scientific communications efforts and planning in support of DOE's domestic and international missions.
  • Provide direct assistance for milestone and other DOE-required reporting using internal ORNL systems as well as sponsor-specific management applications.
  • Plan and manage for scope. Schedule and provide cost estimates for outreach projects involving technical writing, graphics, video production, animation, 3-D printing and extended reality.
  • Provide trend analysis, maintain awareness of legislative and policy developments that impact program efforts, and recommend new capabilities, projects, and improvements.
  • Manage vendor relations, develop contract statements of work, and monitor contractor performance, ensuring alignment with mission objectives and ORNL policies and other procurement specifications.
  • Collaborate with diverse teams, monitoring progress towards specific goals and milestones.
  • Create and deliver various technical materials. These can include, but are not limited to, reports, newsletters, articles, announcements, information and educational materials, and visual content.
  • Prepare and deliver presentations and lightning talks.

Basic Qualifications:
  • MS in environmental humanities, communications, environmental science or a related field and four (4) years of relevant experience. An equivalent combination of education and experience may be considered.
  • Experience in a broad range of scientific and communications areas such as environmental science, science communications, public policy, urban planning, economics, anthropology or sociology.
  • Project management experience.

Preferred Qualifications:
  • Ability to build positive relationships that position ORNL to expand current efforts for sponsors within the National Security Sciences Directorate.
  • Experience communicating complex technical concepts, particularly controversial ones, to multiple audiences with different abilities and motivations to understand the material.
  • Project Management training or certifications.
  • Contract certifications or additional contract training or experience.
  • Excellent time management, interpersonal, communication, presentation, organization, decision-making, and planning skills.
  • Leadership skills commensurate with experience.
  • Must be reliable, self-motivated, and focused on innovative, high quality work products and processes who can prioritize goals and meet milestones independently and collaboratively in a fast-paced research team environment.
  • Must be proficient with Microsoft Office suite (Word, Excel, PowerPoint, and Outlook).
  • Ability to identify the underlying motivations/goals of diverse partners and experience connecting those diverse groups to support common goals.

Special Requirements:
  • Visa sponsorship is not available for this position.
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
