General
Mobilization
- He prepares assignment with Project Team (Line Manager Site management or TDI, civil, M&E, Commissioning, Regional Leader, PCCM, Project Manager / Director, Logistic) organization before site mobilization
- He fills the site manager role check list with his line manager
- He launches the project start-up check list with PCCM
- Review technical contract requirement, review civil- mechanical- electrical interfaces, major equipment installation.
- Review available project documentation, material logistic transport plan, packing lists, check latest revision of drawings, specs and erection doc
- Review available customer constructability study and M&E installation schedule, in particular give GE view on layout access plan during the various phase of the works with focus on undergrounds and heavy lift; evaluate construction requirement (tools, man-loading),
- Review installation methods & techniques with Installation Field Engineers of different disciplines,
- Share Lessons Learned & best practices.
- Prepare & lead section of pre installation meeting with customer
- Review if material site deliveries match with schedule or propose changes / work around plan,
- Review customer available logistic, transport & site storage plan, in particular lay down area size access and organization, identify Customer interfaces,
- He finalizes, using the ITO staff plan, the site organization chart and the official working hours applicable for the site in compliance with local regulations and fatigue management work instruction taking the most stringent requirements to ensures full compliance. In case on conflicting rule, he may seek HR support.
- In line with customer and GE contractual obligations he sets up and update the site organization chart
- He reviews with customer site regulations and rules of site operation, request changes if required
- Request customer to prepare Internet connection (LAN line) in line with needs linked to staff plan. Make provision for OSM or equivalent monitoring system future connection
- He reviews TIL & FMI applicable to this project and evaluate the consequences as well as the mitigation plan to put in place.
- At customer request participate in technical clarification meeting with Customer Sub-Contractors, present installation procedures, share Lessons Learned & best practices
- He plans with site admin and with PPCM the set-up of vehicles, accommodation, and other support for site staff.
- He ensures proper filing and record update are kept for all infrastructures.
- He ensures with PCCM preparation and publishing of the site guide; he will regularly ensure this guide is updated in line with latest project/local information.
- Mobilize the site and set up of site infrastructure with customer (normally supplied by customer) and if applicable set the GE Vendor package subcontractors site infrastructure
- He reviews the project start-up check list initiated with the PCCM and ensures all mobilized persons named in this check list execute and report on their timely action of the check list.
- SM conduct regular audits with his staff on the check list action status
- If applicable he meets with Sourcing to get all information of GE Package vendors subcontractors both in term of contract and planned staffing
- If applicable he organizes for each subcontractor / vendor and logistic / EHS / Quality kick off meeting reviewing site rules as well as procedures and schedule
- If applicable he gets the list of NPI and verify impacts are properly inserted in the Customer schedule
Work Execution
Construction
- Drive GE site team on objectives and get feed-back on any issue, drive anticipation among team to protect GE interest to avoid customer claim due delivery, shortage, non-quality… find acceptable mitigation plan with customer that minimize GE exposure
- Support customer to achieve all major milestones within the site schedule, formally advise on deviation that may have impact. (Coordinate communication with GE project manager)
- Advise customer construction manager and commissioning manager to avoid or minimize any disruptions and delays on GE scope execution; Support smooth planning integration of any controls and tests pertaining assigned scope of work
- Is authorized suspend work proceeding in non-compliant or unsafe manner, to take urgent or emergency action to remedy sudden problems or discrepancies on GE supplied equipment or service in the limit of GE contractual obligations. He is the GE authorized person to notify the customer of any such situation in and out of GE contractual scope.
- Provide inputs to customer to coordinate heavy lifter at site for heavy equipment positioning
- He ensures fluent coordination of site actions with off-site entities for the Civil and M&E installation (engineering, NPI, sourcing, manufacturing, vendor(s)…)
- He drives smooth transition between installation and commissioning defines priorities with commissioning manager to drive system completion with minimum of re-work before walk down.
- He will participate in some key inspections, in particular at the start of the process, to assess the finishing level and set the right tune with all stake holders.
- Ensure quality controls documentation meet GE’s criteria and requirement. Ensure records are produced for GE’s products compliance if applicable (PED, ATEX requirements)
Commissioning
- Ensure timely mobilization of commissioning team and before this get priority logics to share with customer as per main commissioning logics
- He ensures GE staff work hand in hand with customer on pre-commissioning and commissioning activities in close coordination with construction & finishing activities performed by customer
- Drive pre-commissioning and commissioning activities on shaft line equipment in coordination with customer managing GE field commissioning engineers
- Ensure permit to work, LOTO procedures meet GE’s criteria and requirement
Managerial (Budget / Administration / People)
Personnel Management
- He is the overall management and leadership of the GE site staff
- At all times he manages by example, stays positive by fostering thinking by solution in front of any issue to maintain high site morale whatever may happen.
- He acts fairly with all members of the site team inside and outside GE
- Execute project with in the contractually agreed man loading plan with customer. Timely mob and demob of shaft line field engineers and vendors, track consumed man-month & communicate to Customer, Advise GE project manager if some extension will be required for coordinated contractual communication to customer to request extension.
- He communicates regularly with PCCM and TDI Region leader on resource management, anticipates needs, optimizes mobilization, timely demobilizes.
- He weekly updates the WIPT progress and personal Tab to reflect the up-to-date mob demob plan; Adequate resource management is a key player in meeting budget, quality and timeline of the project.
- He creates and publishes to all project stake holders the site org chart and ensure timely revision are made and published along the life of the project. This organigram highlights the specific nominated roles in particular the temporary work coordinator
- Is authorized to carry out disciplinary actions on site according to GE rules and regulations (Limited to GE staff and to GE’s subcontractors / vendors if applicable) He may suggest such action to customer on non-GE staff if he notes a significant breach of EHS and compliance rules on site outside of GE staff.
- He controls approve / sign the timesheets of the GE subordinated personnel and GE Vendor representatives at site.
- He coordinates vacation plan and R&R cycle of his staff to ensure coverage in particular on critical position
- In case of disagreement on the filled timesheet he ensures clarification with the personnel and his line manager.
- If need be and in accordance with agreed staffing plan with C&C HQ he will select and hire local personnel as required
- At GE C&C request he may provide personal performance assessments of all site staff including contract staff and life-of-project staff
Site Budget Management
- He implements and executes the cost control management and change management as per GE C&C rules and procedure.
- He ensures appropriate GE formal tools are used to capture field change order, extra-work orders, back-charge…and that no back log exist in filling these tools along project execution
- He is authorized to make expenditures according to GE rules and regulations (Limited to GE scope of supply)
- Get, discuss and agree on customer subcontractor work rates (manpower, tools, equipment) that will be used on Extra-works. Define with customer a billing process. Once a month make a recap with customer of extra-works and payments.
Communication
- He is the official representative of GE in front of customer and local authorities
- At mobilization, review with customer communication plan between GE, customer and his subcontractors, apply strictly within GE site team
- Participate mainly in customer regular site meeting (daily plan of the day and weekly progress meeting that should be formally documented) at per customer request. Maintain regular internal GE staff meeting to align and debrief.
- If applicable, at mobilization, he sets with Subcontractors / Package Vendors communication plan and operating rhythm of site meeting
Site Reporting
- He executes daily (if required), weekly and monthly comprehensive reports for GE (WIPT) and for Customer (align input structure and data to avoid double work)
- He maintains daily log, create a regular picture report and captures built-data for potential contractual dispute (share with Contract Manager) and for future construction improvement
- He prepares quarterly SCR report & review with PCCM according to template, participate to review.
- Before demobilizing he prepares with GE site team final site close-out report incorporating lessons learned and execution feed-back as per available template (GPSPE CC SM 005)
- He ensures EHS performance, near misses, accident, concerns raised and stop works are regularly reported.
- Critical issues should be reported very rapidly to line and EHS management for proper reactivity of GE in front of customer or others
Operational
Punch list management
- Make sure Customer (advise / coach) develop and implement an efficient system TOP (Turn-over package) for installation completion, closeout, punch list items, turnover to commissioning etc. If not develop own tracking limited to GE scope and get customer to sign on contractual milestones or punch list
- Drive customer to bring (GE) systems to completion with minimum of re-work and punch list item before transfer to commissioning; define priorities with commissioning manager
- Follow up & Control punch list closure on GE equipment & supplies: Zero punch item target at COD. Ensure timely delivery of misses and damaged parts allows to push customer for minimum punch list on GE equipment at start of Hot commissioning with no punch item requiring outage after FF.
- He ensures transfer of remaining works (punch items) to Warranty Manager at COD.
- He makes sure all proper information helping to close this point is also properly prepared and transferred to warranty manager including finance information (SN)
EHS Management
- He is the direct and overall GE EHS authority and is accountable for EHS matters on site for GE staff, and if applicable for GE’s Subcontractors / Package Vendors and the GE authorized person to formally notify customer of any serious noted EHS issue on site.
- He is aware of the EHS Division of Work as per contract
- He has the authority to declare a Stop Work, refrain access to non EHS complaint zones for the GE staff. He will formally notify customer of such restriction and request EHS corrective actions to resume normal operation.
- Ensure a clear EHS strategy and DOW is set up and that the customer puts in place an EHS policy and EHS conditions allowing safe working condition for the GE team.
- If applicable, he ensures that GE’s Subcontractors / Package Vendors have in place an EHS policy and EHS conditions allowing safe working condition on site. He ensures implementation.
- He ensures the adequate PPE policy is put in place for GE’s staff in line with GE and site requirement
- He impulses a Safety culture on the project execution by demonstrating active EHS leadership behavior to support EHS team and site EHS objective
- He is the site contact with GE EHS HQ management (unless a GE EHS is mobilized)
- Communicate with GE HQ EHS and upload EHS data in GE EHS collaboration tool or mail.
- Ensure EHS data reporting, weekly audit memo is uploaded in GE EHS collaborative tool or mailed.
- Organize with HQ the audit plan and share internally and externally
- Drive Customer EHS & LOTO compliance; perform site audit along with EHS manager; promote EHS culture; issue SAFER PAC case
- Ensure proper access control has been put in place by customer and that site safety matches GE requirement in the site location. Formally notify and escalate in GE org if non-compliant to GE policy
- He ensures project specific Risk and impact analysis are prepared by the executing party covering main GE activities.
- Ensure all EHS documentation is properly compiled (local requirements); that a gap analysis is performed between local requirements (customer/ country) vs GEEHS rules.
- That EHS required documentation is produced and properly used: Site layout with EHS points, EHS induction presentation
- Get customer support to put in place with EHS management a crisis and evacuation plan and communicate it to GE staff and HQ including revisions if any This includes specifics like TAS1
- He ensures temporary work coordinator procedure is implemented with nomination of adequately qualified persons and proper inspections / tracking is in place
Quality Management
- Set high quality culture standard in GE team and drive customer adherence; support the Site GE team in getting from customer the appropriate Quality Management System at site
- Review customer QA/QC plan execution is in line with contractual obligation. Notify in case of discrepancy; always maintaining and enhancing the professional image and reputation of GE
- Focus on high quality standards, effective erection techniques, following schedule objectives
- He ensures quality compliance for assigned scope of work by delegating responsibilities within the team, complying with all inspection / test / witness points as required and obtaining / producing Quality records
- He ensures GE staff timely manage & follow up GE supplied equipment nonconformities & engineering changes
- He ensures GE staff: provide timely technical resolution, estimate cost, initiate SN for funding, review schedule impact, order material, mobilize specialist, drive completion, maintain site log
- He ensures GE site team act upon any deviation observed and stop concerned activity in case of a high-risk deviation and launch proper corrective measures after analysis of the situation
- He ensures all non-conformances, discrepancies and cost variances are reported according with the correct cost position, root cause & etc.
- Ensure proper tracking in GE tool suite and correspondence with contractors/partner/customer site log
- He ensures, follow up and close-out Red Flag Review process. Make spot checks and attend on critical subject the reviews
- Participate in Red Flag Review process
- He ensures on-site quality documentation records for the GE supplied equipment: site quality plan, Red Mark-up drawings.
Document management
- In line with customer request and GE contractual obligations he gets GE team to set up the site filing and document control system
- Responsible for on-site quality documentation records for the GE supplied equipment: site quality plan, Red Mark-up drawings
- Ensure customer with his subcontractors and GE team properly maintain red mark up during execution of the works and ensure transfer to engineering at the end of site or regularly if required by engineering.
Lessons learned and best practice
- He fosters team to retrieve and apply lessons learned that may be applicable to the current site.
- He ensures lessons learned and best practices are captured along project execution and entered in the system.
- He captures manhours, schedule records to feed ITO database for estimation of future projects
- He compiles all above in end of site report (see reporting)
Compliance Management
- Is responsible in the limit of GE contractual obligations for ensuring compliance to the relevant laws & regulation in the country of operation. Any compliance issue on supplied equipment will be raised to GE engineering for resolution.
- Assure tech regulation and standards TRS engineer is aware of project specifics and keep him update of site progress and issues.
- Organize kick off and further inspections
- If applicable, he ensures for GE scope responsibility PED directive compliance for site activities; as well as for ATEX directive compliance
- He drives intelligence with customer subcontractor, authorities to ensure no compliance standard/norm was missed by engineering
Material management
- Guide and empower GE material handling manager to ensure that logistic, boxes inventory follow M&E installation.
- Guide customer Material Handling Manager to ensure that logistic, boxes inventory follow M&E installation schedule
- He ensures detailed inventory of boxes content is performed using packing lists & drawings and establish sign off records with customer
- Manage GE supplied equipment OSD with Material Handling Manager; order missing or damaged material and follow up material requests
- Track logistic / transport plan for material ordered through IPR (Installation Part Request)
- He Ensures that the preservation plan in line with the site condition is timely put in place and controlled (GT dryers, Gen & motors space heaters energized, HRSG dry or wet preservation, HVAC operational for I&C…°

Main contract Management
- Site Manager is the GE site focal point of contact for the GE project manager, customer, and local authorities
- Execute the project management strategy in providing, with the mobilized GE staff, the technical advisory to the customer for the M&E installation & commissioning works, including advise on interface with the civil works and others
- Ensure the key milestones (civil, M&E, TOP, commissioning) have been properly set during the commercial discussion or set's them if not done.
- Site manager will drive update of those milestones if required by the site situation (customer delays, force majeure...) in line with C&C and project Mgt
- Regularly review (at least once per month) customer site schedule, progress of works and advise GE project manager of Estimated at Completion and expected key dates and their impact on GE contractual man month allocated resource plan
- Develop a system to record the schedule variance, the milestones / key dates, resources and GE site budget
- Closeout of all claims/ extra works with customer with fair and proper allocation of costs and back charge, minimizing impact to GE
- He manages contractual scope of activities and supplies and avoid unnecessary scope creep
- If applicable, he drives the GE’s subcontractors / Package Vendors to execute as per contract, as per Customer schedule
- He gives feed-back to project manager of any contractual issue or opportunity with customer

- To issue binding technical instructions to customer regarding the scope of works while being cognizant of any cost and schedule impact
