The Equipment Inspector, Permian Basin Midstream inspects fixed equipment and piping systems in accordance with American Petroleum Institute (API) 510 and API 570 to include the management of inspection data and report writing. The Inspector supports the development of scheduled and turnaround inspection activities in addition to project development. The Inspector also supports the Asset Operations and Engineering groups with inspection and repair recommendations in accordance with Phillips 66 and industry codes.
This position has responsibility for assets throughout the Permian Basin and can be based in Midland, Odessa, or near another asset/office in the region.

Midstream
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.

This position has responsibility for assets throughout the Permian Basin and can be based in Midland, Odessa, or near another asset/office in the region.
Responsibilities May Include:
- Operating various Nondestructive Evaluation (NDE) testing and inspection equipment including ultrasonic thickness gauging, dye penetrant inspection, and magnetic particle testing
- Maintaining inspection records and updating Plant Condition Management Software (PCMS) with required documentation and next inspection scheduling
- Creating 3D sketch drawings of piping and vessels for conversion to computer-aided design (CAD) and use by PCMS
- Accessing drawings in AutoCAD and updating previously created drawings with additions or deletions based on facility walk-downs and changes
- Maintaining the piping master equipment list in the assigned asset
- Providing quality assurance/quality control (QA/QC) services for piping fabrication, weld quality, material assembly, and testing requirements/results
- Inspecting the condition of equipment and providing operating integrity recommendations
- Ensuring that the pipe and vessel inspection and required repairs are being conducted according to P66-required practices and applicable API codes, and consulting with a senior inspector as necessary
- Performing and analyzing inspections regarding piping and vessel conditions under minimal supervision
- Developing and recommending mitigation plans for the piping systems and vessels
- Maintaining the qualified welder list in the welder database and providing guidance for welder testing/qualification and re-qualification of P66 and contract welders
- Reviewing the applicability of welding procedures for project construction and coordinating welding metallurgist interpretation when required
- Leading the Mechanical Integrity Program for an asset
- Practicing the requirements of American Society for Nondestructive Testing (ASNT) Level II Radiographic Testing Film Interpretation (RTFI) to interpret radiographic film results on welds
- Planning and communicating required plant and field inspection activities for equipment and piping systems per inspection frequencies required by the applicable API codes to ensure that quality assurance and compliance standards are being met
- Coordinating inspection timelines with asset management to minimize operating interruptions
- Serving as the Mechanical Integrity Program resource on equipment failure investigations, as the region's primary resource on mechanical integrity issues, and as a member of the Process Safety Management (PSM) audit teams
- Understanding and applying P66 Engineering Standards and Recommended Practices
Required Qualifications:
- Legally authorized to work in the United States without restrictions
- High School Diploma or GED equivalent
- Valid driver's license
- 2 or more years of oil and gas work experience
- API 510 and API 570 Inspector Certifications
- Willing and able, with or without reasonable accommodation, to perform/comply with the following:
- Work inside gas plant conditions as well as outside in inclement weather including heat and humidity
- Lift up to 50 pounds and exert pulling force up to 130 pounds
- Climb A-frame ladders
- Stoop, squat, kneel, and crouch for up to 3 minutes
- Work near hot, high speed machines
Preferred Qualifications:
- Bachelor's degree or higher
- NDT experience
- Experience leading a mechanical integrity program
