Job Summary:
Under close supervision and with specific instructions, assist higher level inspectors by inspecting various phases of waterworks construction projects for compliance with plans, specifications, and other contractual agreements; and performs other duties as required.

Examples of Duties:

(The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).
  • Under supervision and following specific instructions, inspects, examines, checks, and oversees a phase or few phase of waterworks projects involving the work of installing, fabricating, and assembling waterworks projects such as pipelines, reservoirs, dams, tanks, etc., for conformance to plans, specifications and other contractual agreements;
  • Inspects fire hydrants and standpipes, service connections for water meters, and air/vacuum relief valves;
  • Meets with contractors, engineers and others concerning methods, procedures, and materials to be used in various phases of construction;
  • Assists contractors in the interpretation of plans and specifications and may, with the approval of the superior, allow minor deviations on plans;
  • Notes deviations on plans;
  • Checks lines and grades in the construction of concrete drains, laying of sewer pipes, or in the laying of pavement materials;
  • Checks forms for workmanship, alignment, and strength;
  • Checks clearing and grubbing of rights of way;
  • Checks the pouring of concrete or asphalt;
  • Inspects the erection of false work, forms or the timbering and bracing of trenches;
  • Inspects street trenching and backfills;
  • Inspects pipes and fittings for soundness;
  • Performs slump test for concrete, pressure test for pipeline and other tests as required;
  • Inspects manhole construction;
  • Keeps daily records of the length of the pipelines laid, the number of bends and sleeves used, the number of employees working, etc.
  • Reports defective materials to superiors;
  • Prepares reports as required;
  • Maintains daily log of contractor's work progress, test results and notes on deviations;
  • Maintains records and files;
  • Checks to see that safety practices are observed;
  • Follows up on restoration of facilities, site, and adjacent properties as agreed upon;
  • Maintains tools, equipment, and vehicle assigned; and
  • Performs other related duties as required.

Minimum Qualifications:

Training and Experience:

A combination of education and experience substantially equivalent to graduation from high school; and
  • one (1) year of general work experience; and
  • two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations.

Qualifying General Work Experience:

Any work experience which may involve the basic skills: reading, writing, computation, and communication.

License Requirement:

Possession of a valid motor vehicle operator's license (Hawaii type 3 of equivalent)
