Job Summary:
Inspects various phases of a variety of waterworks construction projects to ensure compliance with plans, specifications, and agreements of work; authorizes deviations from plans and specifications during construction; and performs other related duties as required.

Examples of Duties:

  • Inspects, examines, checks, and oversees the work of installing, fabricating, and assembling waterworks projects such as buildings, structures, pipelines, reservoirs, dams, tanks, wells, and water sources for conformance to plans, specifications and other agreements of work;
  • Inspects the installation of meters, waterlines, sewer lines and drain lines;
  • Conducts pre-construction conference and coordinated the work among contractors, governmental agencies, material suppliers and subordinate inspectors;
  • Interprets plans and specification and resolves minor discrepancies; checks sub-grades and laying of base course;
  • Checks grades elevations to ensure compliance with plans and specifications;
  • Inspects pile driving, reinforced steel, drainage, roads, concrete reservoirs, sewer lines, manhole construction;
  • Inspects pipes and fittings for soundness;
  • Performs slump tests for concrete, pressure tests for pipelines and other tests as required;
  • Inspects street trenching and checks backfills;
  • Reports defective materials to superior;
  • Prepares records and submits progress reports, monthly estimates, test results and field measurements and sketches of "As Built Plans";
  • Notes any deviation on plans and informs superior;
  • May initiate change orders as required;
  • Checks to see that safety practices are observed;
  • Arranges for final inspections; checks for proper construction of water facilities in subdivisions;
  • Submits periodic progress reports on each construction project;
  • May perform sub-professional and technical functions in support of professional engineering activities;
  • Prepares work orders and drafting of simple plans for pipelines, meters, and other installations;
  • Prepares cost estimates when required for pipelines, meters, and other related waterworks installation or construction work; and
  • Performs other related duties as assigned.

Minimum Qualifications:

Training and Experience:

A combination of education and experience substantially equivalent to graduation from high school; and
  • two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations; and
  • two and one half (2 ½) years of work experience related to pipeline installation or other related waterworks construction or installation.

License Requirement:

Possession of a valid motor vehicle operator's license (Hawaii type 3 of equivalent), and any other appropriate licenses or certificates as required of the position.
