JOB DESCRIPTION

Wood are recruiting a Mechanical Technical Authority on a staff or contract basis to Support ongoing Phase 1 developments with our Client

The position is based in Woods engineering office in Aberdeen and will require visits to client site on a frequent basis.

As the largest reserve in the Black Sea (amounting to a confirmed capacity of 405BCM), Sakarya gas field is located approximately 170km offshore of Türkiye at a depth of 2150m. Development of the subsea infrastructure and OPF (Onshore Processing Facility) has recently been completed with Gas to Flare being achieved in April 2023 and Gas to Grid in August 2024, making it the world's fastest offshore field development.

Wood's provision of Operations Assurance to TP-OTC, and the role of Discipline Technical Authorities, are critical to the safe and successful delivery of Türkiye's national production. The project and these roles also includes the opportunity for regular travel to the OPF (based near Filyos, Türkiye).

Further to this Phase 1 development, Turkish Petroleum continue exploration and are already developing Phase 2 and Phase 3 of the project which includes provision of an FPU (Floating Production Unit).

The role will involve interfaces with other Discipline, Client, Contractor and Supplier Engineers and technical Authorities. Candidates will be required to ensure compliance with the Client's Project Specifications and provide technical support based on proven experience.

The Candidate shall integrate within the Mechanical Group, and to the project team, reporting directly to the Asset Integrity Manager.

Supervisory and Managerial Duties:

Manage the day to day and longer term strategic efforts and priorities of the site teams by setting and ensuring consistent operational integrity standards for all people, processes and plant within the Mechanical sphere of responsibility.

Lead and supervise the Mechanical teams to ensure delivery of asset objectives inclusive of safety, integrity, planning and commercial aspects.

Supervise the Mechanical teams to ensure that all safety, operational, maintenance and integrity reporting is in place, working effectively and is available to Asset Integrity Manager(s) on required frequencies and schedules.

Provide leadership, coaching and mentoring for all team members.

Basic Purpose of Job:

Support Asset Integrity Manager(s) in the delivery of safe, effective and efficient operations and maintenance support in all areas of Mechanical and associated activities.

Deliver the relevant Mechanical and related asset KPIs, objectives and priorities set by the Asset Integrity Manager(s), ensuring that target levels and schedules are achieved.

Focal Point for delivery of all technical aspects and issues required for ensuring continuous and improving operations safety, integrity and reliability.

To ensure the site Mechanical teams work efficiently and in a coordinated manner to best support the asset.

Deliver maintenance competency, compliance and maximise equipment and plant reliability and availability for all Mechanical and associated activities on the asset.

Contributing to the delivery of Engineering and Operational excellence by Providing discipline expertise to the business.

RESPONSIBILITIES

Main Duties:

  • Is the main point of contact for all maintenance and technical support to the site team within the Mechanical discipline area of responsibility, after the support engineer. Takes overall ownership of issues/problems and ensures timely and effective solutions are achieved.


  • Support site HS&E processes and requirements.


  • Managing and co-ordinating related operational support activities on a day to day and long term basis within the Mechanical discipline area of responsibility.


  • Define the requirements of a range of support service contracts ensuring that they are effectively implemented and managed. Identify, implement and monitor the effectiveness of contract KPI's


  • Detailed working knowledge of relevant safety, verification and technical legislative requirements, guidelines and standards utilised in the Oil & Gas Industry


  • Define and implement an effective condition and performance monitoring program for all related Mechanical equipment. Ensure that it is effectively managed.


  • Define, agree and manage all inspection, maintenance and repair programmes within the Mechanical and associated discipline areas of responsibility.


  • Define, agree and manage all remedial and / or improvement actions arising from maintenance and inspection integrity issues or equipment breakdown, within the Mechanical and associated discipline areas of responsibility.


  • Responsible for ensuring Performance Standards are kept up to date for SECE's, and that Assure Routines are appropriate and align with Performance Standards.


  • Responsible for assuring equipment integrity, reliability and availability. Provide quarterly and annual reports on the integrity, condition and performance of the Mechanical and associated equipment to demonstrate that compliance and performance targets are being achieved. These reports should also identify any deviations and associated investigations/resolutions identified during these timeframes


  • Develop, own, audit and measure the effectiveness and compliance of performance standards within the Mechanical and associated discipline areas of responsibility. Ensures that appropriate action is taken if standards are not achieved.


  • Provide technical authorisation for the maintenance deferrals and PMCR processes within the Mechanical and associated discipline areas of responsibility.


  • Manage backlog and compliance levels to agreed targets within the Mechanical and associated discipline area of responsibility.


  • Provide technical support to Various scopes and processes within the Mechanical and associated discipline area of responsibility.


  • Identify recurring problems and integrity issues on Mechanical equipment and processes and provide feedback for continuous improvement. Promote, define and lead RCA's, ensure identified and agreed solutions are implemented.


  • Owner of all condition monitoring control systems and processes for Mechanical equipment


  • Responsible for identifying and promoting continuous improvement activities within all aspects of the business.


  • Budget authorities, responsible for managing budgets and forecasts for Mechanical related support service contracts and planned/corrective maintenance. Provide medium/long term input to Annual and LoF plans and budgets by way of obsolescence studies, optimisation opportunities and planning in support of policies, plans and activities. Is overall accountable for the delivery of all works within the defined budget.


  • Develop and plan campaigns for Mechanical discipline equipment maintenance and overhaul. Responsible for support contractor mobilisations and workpack production.


  • Develop and maintain equipment reliability, availability and performance data and provide input to the asset monthly report.


  • Development, management and continuous compliance of performance standards and procedures identified against the Mechanical and associated areas of responsibility.


  • Development, review and improvement of Mechanical related maintenance strategies, procedures and routines. Provide input / advice on materials control and routine spares holdings. Manage spares stockholding in line with Spares and Critical Sparing Philosophy, and manage spares, repairs and expediting.


  • Interfacing with Wood Engineering and Construction Groups to provide best fit solutions and early maintainability input into designs, defining/setting all required technical specifications. Compile progress reports and implement workpacks for minor modifications as defined within the MOC process


  • Setting technical work priorities for Mechanical related activities with the Planning / SAP Co-ordinator and ensuring adherence to these within the asset planning processes.


  • Regularly communicate with the Planning / SAP Co-ordinator, attending weekly planning & backlog meetings and provide required input into the asset planning and work management processes on a timely basis.


  • Use CMMS to carry out downtime reviews, identify bad actors common mode failure, trend analysis, MTBF, MTTR, optimise PMR's and generate recommendations accordingly.


  • Define actions and ensure accurate and timely response and closure to all Integrity and verification issues for all Mechanical related activities.


  • Closely and regularly liaise with other responsible O&M and Design TA's as required at individual task level and through TA forums


  • Mentor and provide advice to Onshore Support Engineers and offshore teams for problem identification/resolution in all areas of Mechanical responsibility as required


  • Provide cross asset TA support as necessary and when required


QUALIFICATIONS

Education/Qualifications

C.Eng. a full member of engineering institution. Desirable.

BSc degree course that satisfies the academic requirements of the Engineering Institutions for chartered status associate membership of an engineering institution at an appropriate level. Desirable.

BSc in an appropriate subject together with relevant experience and job responsibilities. Desirable.

Associate membership of an engineering institution at an appropriate level. Essential.

HND/HNC in engineering or equivalent with considerable experience and job responsibilities in relevant engineering and maintenance positions. Essential.

MSc or MBA or similar to demonstrate personal development. Desirable.

Specific Training/ Specialist Skills

Experience of Oil and Gas operations. Desirable.

Experience of Gas Plant operations. Desirable.

Selection and use of Maintenance Strategies including an understanding of Reliability

Modelling, RCM, FMEA and criticality techniques in general. Desirable.

Supervision of maintenance Teams, including development of personnel. Desirable.

Evidence of expertise such as maintaining Rotating Machines, Instruments or Electrical equipment. Essential.

Experience

Experience of Computerised Maintenance Management Systems (CMMS). Essential.

Conversant with RCA process. Essential.

Incident investigation skills. Essential.

Knowledge of relevant Oil & Gas legislation and guidance. Essential.

Management of sub-contractors & budgets. Desirable.

Able to understand and implement complex plans and resourced work schedules. Essential.
