About the Role
We are seeking an experienced Quantity Surveyor for our Oil and Gas client in UAE to manage construction costs, contracts, and budgets from project initiation through to completion. The successful candidate will ensure full compliance with financial, contractual, and Health, Safety, Environmental and Operational Integrity (HSEOI) requirements, while supporting efficient project delivery in a dynamic engineering environment.
Key Responsibilities
- Promote strong Health, Safety, Environmental and Operational Integrity (HSEOI) performance by ensuring all applicable standards are understood and consistently applied.
- Prepare Bills of Quantities (BoQ), tender documents, and provide expert advice on procurement strategies.
- Ensure contractors comply with contractual terms and conditions, review payment applications, and prepare contractual correspondence.
- Review and provide updates on project cost estimates, budgets, and forecasts.
- Administer contract changes, manage claims, and support dispute resolution activities.
- Monitor project expenditures to ensure alignment with approved budgets.
- Conduct cost analysis and value engineering to optimise project spending and support project cost control.
- Carry out periodic site visits with construction supervisors to assess progress, identify potential issues, and contribute to effective solutions.
- Provide commercial and contractual input for variations, maintaining accurate quantity records.
- Evaluate contractor variations and claims, supporting timely and effective resolution.
Education:
- Diploma or Degree in Engineering or related discipline.
- Prior industry experience, including previous work experience in the oil & gas sector.
- Strong cost planning, commercial management, and dispute resolution capabilities.
- Experience with international arbitration and mediation.
- Understanding of risk management within hydrocarbon facilities or process areas.
- Proficiency with Primavera scheduling software and Microsoft Office applications.
- Strong negotiation, communication, and interpersonal skills.
- Ability to work effectively in multicultural and remote desert environments.
- Valid UAE Driving Licence (or the ability to obtain one).
- Experience with electronic permit-to-work systems is an advantage.
