Job Title: Cost Control Lead
Working Location: Qatar Onshore - Doha/Ras Laffan
Work Schedule:
- Work hours per day: 8-10 hours/day
- Work days per week: 6 days/week
- Work days per month: 26 days/month
Leave Rotation:
- Single status - 12 weeks on / 2 weeks off rotation
- Married status - Residential
Contract Type: 36 months (with possibility of extension)
Estimated Start Date: July 2026
Key Responsibilities
Job Purpose
- Provide advice on cost management including estimating, forecasting, reporting, allocation, planning, and stewardship for costs and expenditures within the NFW Onplot Project.
- Monitor the Contractor's performance in the area of changes and control and provide advice as necessary to ensure the company's objectives are achieved.
- Develop and modify procedures to meet specialised business requirements and provide advice and guidance to team members.
Reporting and Relationships
- Reports to Business Manager (Project Control) NFW Onplot.
- Direct reports: None.
Internal
- Frequent contact with project cost and schedule team members and counterparts in Major Projects Group.
- Periodic contact with other departments including Execution Planning and Services, Finance, and Subsurface and Development Planning.
External
- Frequent contact with FEED and EPC contractors and sub-contractors.
- Periodic coordination and interaction with shareholders.
Job Context & Major Challenges
- Understand key project drivers, define roles and responsibilities, develop communication protocols, identify, develop, and implement project procedures for cost estimating/control.
- Provide cost management expertise by developing detailed cost planning models, project cost estimate analyses, and reports.
- Advise, guide, and recommend appropriate changes to processes and procedures to meet business requirements.
- Support major challenges including operating in a dynamic team environment in a highly visible project with significant capital expenditure and schedule execution pressures, and delivering flawless performance in safety, quality, cost, and schedule.
Financial Dimension
- As defined for this job level in the Delegation of Authority and/or approved budget.

- Ensure all activities are undertaken in compliance with company Safety, Health, and Environment and Quality policies, regulations, and standards.

- Ensure all activities comply with anti-trust and competition laws and the company firewall policies and procedures.
Key Job Accountabilities
1. Develop efficient cost services and provide expert advice on cost estimating, forecasting, accounting, allocation, planning, reporting, and control.
2. Review and evaluate assumptions and cost plan data to ensure cost governance requirements and project compliance with approved budget.
3. Provide financial input into funding packages such as Advance Commitments, Full Funding, and Supplementary Funding and recommend budget transfers to ensure funding aligns with approved budgets.
4. Develop and maintain a cost and man-hours information database and benchmarking data.
5. Estimate the cost for potential change orders with the FEED/EPC Contractor; bring extensive experience in cost estimating for major projects.
6. Forecast cost estimates and prepare the annual Work Program and Budget considering project scope, progress achieved, and pending scope.
7. Develop and maintain Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for the project.
8. Monitor contractor and project cost performance against control plans and recommend corrective plans as needed.
9. Advise project leadership of potential cost issues in time to mitigate, and implement corrective and recovery plans.
10. Verify project commitments in line with approved budgets; ensure all change orders are properly managed and undertake inhouse cost reporting to maintain data accuracy.
Requirements
Qualifications
- Bachelor's degree in Finance, Engineering, or Construction Management-related subjects.
Knowledge and/or Experience
- 8 years experience in Project Cost Control for EPC oil and gas capital projects, with strong knowledge of Project Controls principles, theories, and concepts.
- Previous experience on major projects from an Owner's perspective, managing EPC Lump Sum Contracts, and working with multicultural teams and large subcontractors.
Technical and Business Skills
- Familiarity with SAP and other finance enterprise systems is an advantage.
- Capable of performing cost estimation (class 1-5) based on technical definitions and cost budgeting/forecasting throughout the project life cycle.
- Able to undertake complex tasks and provide guidance for staff and internal customers.
- Takes initiative to deliver timely and cost-effective service based on project finance reports and relevant data.
- Understands the wider relationships within the team and with external organizations.
- Works independently within established procedures, plans, and budgets.
- Manages scheduling and planning of own work and organizes efforts of work group for efficiency.
- Excellent written and oral English skills.
- Strong negotiating, influencing, analytical, and problem-solving skills.
- Good communication, interpersonal, teamwork, and collaboration skills.
- Good computer literacy including Microsoft Word, Excel, PowerPoint, and databases.
