JOB PURPOSE / OBJECTIVE
Provide expertise, support, and consultation on process safety, risk management planning, and regulatory interpretation to help the facility achieve zero process safety incidents, incident-free performance, and full compliance with OSHA Process Safety Management requirements, Operational Excellence systems, and Responsible Care standards.
KEY ACCOUNTABILITIES
Process Safety Management Execution
- Champion a strong process safety culture at the facility in line with the Journey to Zero goal.
- Facilitate compliance with OSHA Process Safety Management requirements.
- Steward the Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes to ensure changes are effectively managed and documented.
- Facilitate Process Hazard Analyses (PHAs), Layers of Protection Analyses (LOPAs), Quantitative Risk Assessments (QRAs), facility siting studies and similar risk identification, evaluation, and mitigation processes using appropriate methodologies and standards.
- Lead and/or participate in Root Cause Analyses (RCAs) to identify and eliminate root causes of incidents.
- Ensure Process Safety Information (PSI) is maintained up to date in coordination with concerned departments.
- Review events for process safety impact and identify improvement opportunities.
- Assist in developing action plans for process safety deficiencies and track items to completion through PSM metrics and accurate reporting to management.
- Compile, analyze and interpret process safety KPIs and support departments in identifying improvement opportunities.
- Support departments in implementing equipment reliability programs effectively.
- Liaise with parent companies to ensure implementation of new or revised process safety standards.
- Lead facility building siting processes in line with relevant standards and parent company requirements.
- Oversee compliance with process safety-based critical procedures.
- Identify and develop improvement opportunities to enhance PSM processes and embed process safety into routine practices.
- Coach departments on identification and resolution of process safety issues.
- Coordinate or lead internal PSM audits and regulatory inspections and verify that PSM work processes function as intended.
Operational Excellence and Responsible Care Compliance and Support
- Support the Head, Process Safety and HSE Superintendents in working with Operational Excellence leadership to implement and deploy the Operational Excellence system and Responsible Care management systems.
- Assist in identifying gap-closure and continuous improvement opportunities related to Operational Excellence and Responsible Care.
- Develop work practices and systems that integrate these requirements into everyday workflows.
- Coordinate compliance assurance activities to conduct internal performance evaluations, audits, and self-assessments on Operational Excellence processes across the plant.
- Support facility personnel in using action tracking and compliance tracking tools to formally track actions and compliance items and ensure timely closure of gaps and continuous improvement initiatives.
Training and Awareness
- Develop and deliver training on the process safety program.
- Lead awareness initiatives to strengthen PSM understanding through process safety beacons, lessons learned, safety alerts, training and other communications.
- Provide advice, guidance, and counsel on PSM compliance and risk-based decision making at all levels of the facility.
Policies, Systems, Processes and Procedures
- Lead and contribute to identifying opportunities for continuous improvement of departmental systems, policies, procedures, standards, processes and practices, considering international leading practices to enhance process safety performance, productivity and operational efficiency.
- Provide critical input to support the development of section systems, policies, processes, and procedures to meet business requirements.
- Administer implementation of policies, processes, procedures, standards and instructions so work is carried out consistently and company objectives are achieved.
Quality, Health, Security, Safety and Environment
- Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the section to guarantee employee safety and high-quality service delivery.
Reporting
- Contribute to preparation of timely and accurate reports to meet departmental requirements, policies and standards.
Qatarization
- Contribute to the development of Qatari employees (applicable to expatriate employees only).
QUALIFICATIONS AND EXPERIENCE
Education
- Required: Bachelors degree in Chemical or Mechanical Engineering.
- Preferred: Masters degree in Process Safety, Chemical Engineering or Mechanical Engineering.
Experience
- Required: 5-7 years of relevant experience in the oil and gas industry.
- Preferred: Experience in the petrochemicals industry.
Other Job-Specific Requirements / Vocational Accreditations
- Knowledge of OSHA PSM Standard.
- PHA facilitation and HAZOP/LOPA principles.
- RCA facilitation.
- Familiarity with relevant regulatory standards (OSHA, NFPA, etc.).
Languages
- Required: English - proficient.
- Preferred: Arabic - working knowledge.
