NOTE

- Organize the activities and work of subordinates to ensure compliance to relevant health, safety (occupational & process) and environmental excellence procedures and controls within area of responsibility to guarantee employee safety, legislative compliance, and a responsible environmental attitude.
Main Role & Deliverables:
- Perform Offshore Fabric Maintenance Supervisory duties as listed within this job description, act as Focal Point for all duties on behalf of Company day to day business matters within the External/ Internal Corrosion mitigation planned scopes of work via Fabric Maintenance, interfacing with the incumbent FM contractor(s) for all activities.
- Take direction and instruction from onshore Company FM Lead to deliver all Safety aspects within FM operations, Quality of the finished product and stage inspections to achieve the Quality finished products, Productivity evaluation without jeopardizing Safety and/or Quality.
- Mentor and coach FM incumbent senior representative(s) to a level of understanding of Company FM practices.
- Liaise/ Attend all offshore operations meetings requested by OIM / OTL / OIS, professional relationship building with OIM / OTL / OIS to achieve the planned FM work scope with minimal disruption and SI MOPS clashes.
- Survey Work Areas (WA's) creating a workable scope of works complete with m2, man hours, materials, updating SAP with results and verifying existing Work Orders (WO's) in the system.
- Surveyed works shall be compiled into yearly work scopes as the planned works for the following which shall be submitted to the Company FM lead to input the information for the yearly FM department budget build.
- Monitor FM Contractor to follow the monthly planned works and recording all productivity of achieved works, highlight each WO's.
- Attend stage inspections when available to do so verifying compliant results of acceptance criteria and ITP, Sign off all accepted WOs in alignment with the OIM/OTL processes as the Company Offshore FM Focal Point on Quality related issues.
- FM Contractor Evaluations of " Personnel Competencies, Plant & Equipment workability and control of certified stocks, Coating and Abrasive Material stocks, Consumable consumption
- Direct additional FM Teams incorporated within Campaign/ Shutdown / E&C scopes of work to achieve a uniformed approach to all aspects of safety and quality, whilst remaining effective and efficient on delivering KPI targets and agreed milestones.
- Reinforce the various Company Strategies, Objectives, Standards, Procedures and Processes with all the employing contracting service companies and offshore workforce.
- Monitor FM execution in line with set KPIs and agreed milestones.
- Report on progress to FM Lead/ FM weekly, monthly, quarterly, and annual performance reports.
- Attend asset planning (IOP) meetings to assist planning inputs/outputs with the onshore Company FM Coordinator to ensure all planning gate criteria is met and activities are compliant.
- Promote effective communication of planning dates and plan changes to ensure where possible costs associated with mobilization/de-mobilization of manpower and equipment are kept to a minimum.
- Review output from risk based external coatings condition surveys and update data within CMMS to generate short range and long-range FM plan.
- Review the contractor prepared quality control reports to ensure all surface preparation and coating application stage inspection points are being followed and that the reports are in line with the specified deliverables within the Company Standard, FM Contractor Procedures, and associated Coating Industry Standards.
- Closely monitor the quality observation register and report on any evident trends that need to be fed back to the onshore FM Lead / FM Coordinator for contractor meetings to promote continuous improvements.
- SIMOPS - Liaise with OTL, Inspection, Maintenance, Construction and Production to support effective scheduling & planning of Painting activities ensuring that Fabric Maintenance Quality control and proficiency is maximized, and the quality finished products are not jeopardized by other activities.
- Identify opportunities and initiatives that enables maximum production output within the parameters of environmental compliance and process safety.
- As required, provide onshore FM Lead/ FM Coordinator with regular detailed reports on performance and results, and to be held accountable for his area of responsibility.
Operational:
- Maximize availability through communication with onshore FM Coordinator for planning any/all required blasting, painting equipment and consumables for ongoing and future core crew and campaign scopes of work, ensuring ordering of such items promote logistics efficiencies.
- Review the daily progress (daily reports) recording all productive manhours and all non-productive man-hours for relevant work. Identify any areas for improvement, record and report to onshore FM Lead and FM Coordinator
- Ensure the development of FM Campaign worklists in readiness for campaign arrival as defined by the IOP plan.
- Attend daily/ weekly/ monthly, technical, planning, permit, and safety meetings as and when required.
- Ensure all Permits are in the e-CO\W system prior to FM Campaign arrival and approved by OTL ensuring flawless start of campaign.
People Management
- Provide leadership and guidance to FM Contractor in the execution of their responsibilities; encourage innovative thinking around process safety and production optimization Ensure all direct reports have the right training and competences to carry out their duties in line with Training Matrix; help to create a safety and quality driving culture.
- Ensure continuous and constant mentoring process to elevate FM Contractor personnel to Company level of competence expectations, undertaking on-the job training sessions via Time Out for Safety/ Safety Moments, recording the non-
- productive time
- Uphold and role-model Company values and leadership behaviours --"Lead by example"
- Undertake daily communication and coordination with offshore leadership team pertaining to FM execution matters ensuring transparency of scope flow and direction.
- Ensure FM Contractor does not deviate from FM Lead's field instructions as to the drivers of FM priorities as defined by Company onshore Senior Management of work priorities, UNLESS a safety situation arises that requires any of the competencies FM Contractor's has on any installation at the time of the safety concern and materials to address any
- safety concern.
- Proactively take responsibility for self-progression and personal career development by keeping abreast with latest developments, knowledge and innovations within the Surface Preparation and Coating Application discipline activities.
QUALIFICATIONS/ EXPERIENCE REQUIRED
Knowledge/ Technical Skillset
- Fluent in written and spoken English with the ability to communicate clearly and precisely.
- Advanced report writing skills, ability to prepare detailed condensed FM specific reports.
- Ability to evaluate and present survey information into m2 and required materials as per the specified coating system(s)
- Technical and Practical knowledge of surface preparation and coating application processes
- All aspects of Quality Control and Quality Assurance via Stage Inspections of progressive surface preparation and coating application(s)
- Thorough understanding of personal and personnel safety within an offshore environment including Permit to Work Systems.
- Thorough understanding of all aspects of operating surface preparation and coating application specialist equipment
- Appreciation and awareness of process safety within an offshore environment
- Acceptable fitness levels with the ability to work at height.
- High level of understanding and ability to read technical drawings -- Plot Plans, P&ID's, Isometrics, Structural (Not an exhaustive list).
Education /Qualifications/ Certifications
- Engineering National Certificate or Diploma - Relevant industry experience within a Coatings Quality/ Surveying arena shall be considered.
- NACE - ICorr - Frosio Level 3 Coating Inspector
- TBOSI ET/ FOET
- H2S
- Fitness for Offshore Work
- IRATA Level 1 certificate as minimum
NOTE
- NACE Level 2 CIP shall be considered in alignment with a personal career development plan of achieving NACE Level-3 within 12 months of a successful application.
- Preference shall be given to those Coating Inspectors who have additional PFP and Insulation Inspection Qualifications.
