Scope of Responsibilities:
  • Electrical & Instrumentation support to the TAR Team for the safe and timely delivery of the TAR program in accordance with the agreed TAR 8Q Plan. This will involve working on multiple TAR's concurrently through the lifecycle of scope build, planning, preparation and execution.

Primary Duties:
  • Support the TAR Team Lead towards safe and effective delivery of the TAR program, working to TAR best practices.
  • Embrace a one team culture
  • Provide onsite leadership in TAR Safety and Contractor Safety Performance
  • Thorough understanding of Turnarounds and Maintenance to provide guidance for field execution of E&I TAR scopes, including all types of fixed equipment. Knowledge of Emerson Control Systems is preferable.
  • Manage all aspects of TAR from start to finish including mobilisation to and de-mob from worksite. Strictly in accordance with good oilfield practise, ROO standards, codes, procedures, quality benchmarks.
  • Manages the Turnaround Bookies Board ensuring that it contains a complete collection of all potential E&I work scopes for the event. Updates the Bookies Board updates after scope freeze in line with approved activity change requests (ACR's) for E&I Scopes.
  • Review the E&I turnaround scope change requests (ACR's) for impact to Turnarounds and provide accept/reject recommendation to Turnaround Lead
  • Ability to interface with the functional SPA's to ensure activity readiness for execution (E&I) in line with the ROO Turnaround Procedure
  • Single Point Accountable (SPA) for the E&I work package development to ensure consistency and quality across all Rumaila events.
  • Responsible to work with E&I scope SPA's and procurement to ensure management of spares and materials for Turnaround execution. Identify and prioritize and identify long lead items in advance.
  • Responsible for providing construction and site logistics information in the Turnaround execution plan.
  • Ability to interface with the site operations resources (BOC) and turnaround contractors to ensure site readiness in line with the Turnaround Go / No-Go Process and to develop culture of best practise in E & I isolations, process isolations, de-energizing systems and equipment for consistency of safe equipment shutdown preparation & aid prompt pre-commissioning.
  • Facilitate and/or participate in constructability and SIMOP's reviews to identify potential E&I work are conflicts and coordinating priorities with the Turnaround Team Lead. Identify solutions to safely & effectively and de-conflict SIMOPS.
  • Drive consistency in TAR preparation process using the ROO Turnaround Procedures, checklists, and other tools to track readiness against Turnaround milestones.

Job/Cost Impact:
  • Interface with internal/external stakeholders to help define the most cost efficient (cost / duration) means of executions for the proposed scope, identify which scopes should be executed as a priority, and identify opportunities to descope the turnaround by identifying scopes that can be executed online.

  • As per Client Policy

Supervisory Responsibility:
  • Mentor and support the development of local E&I Turnaround Supervisor with the long-term goal of building ensuring capability locally.
  • Onsite leadership and delivery of all E&I activities involving multi-disciplined activity that includes confined space entry, working at height, and other high hazard activities during the execution of a Turnaround
  • Provide resource allocation and supervision for direct and indirect contractor staff in support of Turnaround delivery.

Competencies/Knowledge, Skills and Abilities:
  • Strong safety leadership
  • Self-driven, resilient, analytical and pragmatic behaviours
  • Excellent communication (oral & written) skills in English, knowledge of Arabic considered an asset.
  • Work to the highest personal & professional standards to achieve or exceed set objectives.
  • Experienced in all aspects of TAR delivery and able to demonstrate sound understanding of TAR processes
  • Experienced in all aspects of Electrical and instrumentation repair work, DCS Mods, and problem resolution. Able to deliver practical solutions. Knowledge of Emerson control systems considered is preferable.
  • Experience in E&I commissioning checks-Calibration, loop check, Cause & Effect tests & Process Control system logic verification.
  • Teamwork orientated
  • Knowledge of rotating equipment & Hazardous area standard IEC-60079 desirable.
  • Working knowledge of local Labour Legislation and Laws is desirable.

Physical Effort and Work Environment
  • Duties performed at site with generally harsh climatic conditions.

Expected:
  • 15+ years' experience in Petrochemical or Oil and Gas maintenance & engineering environment.
  • 5+ years' experience in a TAR environment.
  • HNC qualification or higher in relevant technical discipline with strong understanding of engineering fundamentals. Engineering Degree with either an instrumentation, controls, or electrical background preferable.
  • Good knowledge of asset management system (CMMS)
  • Work to the highest personal & professional standards to achieve or exceed set objectives.
  • Demonstrate a positive attitude and embrace clients' charter values.
  • Foster good relationships and team working ethic with contractor groups to promote safe working practices and efficiency.
  • Experience of working in an integrated team from diverse locations required.
  • Experience of Safe Systems of Work.
