PURPOSE

To establish a list of eligible candidates that will be used to fill current and future vacancies for the duration of the list, up to one year. The immediate vacancy is a 12-month, full-time (8 hours/day, 6:00 am - 2:30 pm) position located in the Maintenance and Operations Department at the District Office in Simi Valley.

Summary
Performs a variety of advanced-skilled work in the design, fabrication, installation, and maintenance of manual and computer-aided mechanical or industrial electrical systems, electrical controls, ventilation, air conditioning, and heating systems. Maintains efficient operation of the District's environmental control systems for heating, air conditioning and handling, and interior and exterior lighting.

Distinguishing Career Features
The HVAC Maintenance Worker is a senior position in the maintenance series, requiring formal training and experience in HVAC/R, low voltage electronics, mechanical systems, and computer-aided/networked system controls. Advancement to this position is based on need, and requires compliance with all position qualifications and the ability to perform all aspects of the position.
ESSENTIAL DUTIES & RESPONSIBILITIES

  • Maintains air handlers at optimal levels. Tightens, adjusts, repairs, replaces, and calibrates boilers, chillers, cooling towers, variable frequency drives, motor control contactors, pumps, etc.
  • Performs preventive maintenance on high voltage switch gear, irrigation pumps, walk-in freezers, and cafeteria equipment, as they relate to HVAC or related equipment.
  • Designs, fabricates, and installs duct work, airflow systems, condensers, refrigeration to accommodate new and existing building and equipment requirements at all sites. Removes old equipment and refrigerants according to applicable laws and safety standards.
  • Maintains and administers building energy management systems by using computer-aided controls, digital equipment controllers, data communications cabling, and other devices or functions that enhance energy utilization.
  • Performs a variety of electrical repair and maintenance duties. Installs, adjusts, repairs or replaces, motors, heaters, transformers, switchgear and other electrical apparatus. Operates electrical equipment.
  • Operates, maintains, inspects and repairs heating, air conditioning refrigeration, water treatment, co-generation, heat reclamation, thermal energy storage, ventilation and air compressor equipment used with HVAC.
  • Tests, adjusts and calibrates boiler and air conditioning machinery and mechanical, electrical, and pneumatic control instruments. Tests and, as required, chemically treats boiler, condenser and cooling tower water and water from other systems.
  • Responds to reports of heating or cooling problems, suspicious odors, electrical problems, refrigeration problems, elevator malfunctions, and other urgent situations. Maintains, inspects, diagnoses and makes emergency repairs to steam, natural gas, water, refrigeration, and air distribution systems.
  • Analyzes energy conservation. Operates and programs the energy management system to optimize energy consumption while providing scheduled services to District facilities.
  • Programs, monitors, and schedules multiple computerized energy management systems at various sites. Writes program utility blocks in global control modules to control application-specific devices.
  • Calculates load factors to ensure adequate cooling and heating of occupied space, including air distribution system plenums, economizers, electrical loads, and exhaust fans.
  • Contributes to designs, participates in purchases, and repairs District wide industrial electrical systems. Determines priorities for requisitioning materials and supplies. Trouble shoots and repairs motor controllers, pumps.
  • Reads, interprets, and maintains up-to-date blueprints, maps, schematic wiring diagrams and specifications.
  • Maintains up-to-date knowledge of indoor air quality standards and compliance requirements. Confers with others to recommend and evaluate heating, ventilation, air conditioning, and energy management infrastructure for new and remodeled facilities.
  • Recommends standards and specifications for equipment, materials, and workmanship for work performed by staff and outside contractors.
  • Accesses and retrieves work orders using an automated work order system. May enter time and material information associated with work performed on orders.
  • Maintains up-to-date knowledge and skills related to the duties and responsibilities.
  • Maintains required records and makes reports. Prepares reports on work completed and materials used. May maintain stock levels of repair equipment and supplies, requisition items and verify deliveries.
  • Ensures that secondary containers for cleaning and other products are properly labeled. Ensures that Material Safety Data Sheets (MSDS) for assigned area(s) are up to date.
  • Participates with or assists other skilled maintenance specialists as needed, to assure safety, a balanced workload, and complete projects on a timely-basis; maintenance areas include: carpentry, lock systems, painting, sprinkler systems, electrical, and plumbing. May train other maintenance specialists in specialty area to which assigned.
  • Provides training, instruction and guidance to Maintenance Technicians.
  • Performs other duties as assigned that support the overall objective of the position.

MINIMUM QUALIFICATIONS

  • Education and Experience
Requires an Associates degree in Energy Management, Industrial Technology or related field and two years of directly related experience; additional applicable experience may substitute for higher education on a year-for-year basis. Alternatively, may require a high school diploma or equivalent supplemented by completion of a formal apprenticeship (which is 4 years, leading to journey-level credentials) in a specialized trade (HVAC Service/Controls, Industrial Electrical or Energy Management controls).
  • Licenses and Certificates
Requires a valid California driver's license. Requires valid EPA Universal Technician certification; employees must fulfill license requirement prior to completion of the six month probationary period.
SUPPLEMENTAL INFORMATION

  • Knowledge and Skills
The position requires: In-depth knowledge of the principles, practices, methods, techniques, materials, tools, equipment, layouts and set-ups used in HVAC/R systems and operations. In-depth knowledge of electronics, including microprocessor operation, digital and pneumatic controls. Working knowledge of energy management and conservation systems, including remote computer-aided access. Journey-level knowledge of the full range of tools used in area of responsibility. Basic to journey-level skills in other established trades areas. Thorough knowledge of the uses and purposes of general maintenance, hand and power tools and equipment. Knowledge of safe work practices, and the safety orders of the California OSHA related to area of specialty. Knowledge of pertinent Federal, State and local laws, codes and regulations in area of specialization. Sufficient math skills to make measurements and estimate costs. Sufficient communications skills to convey information to co-workers and contractors. Knowledge of and skill at using a computer and/or common office equipment to access work related information.
  • Abilities
Requires the ability to: Carry out the essential functions of the position. Perform journey-level heating, ventilation, and air conditioning work skillfully and in a timely manner, and participate/assist in the work of other trades. Plan and schedule maintenance and system operations to maximize energy efficiency while responding to the needs of customers. Read and interpret drawings, sketches, blueprints, schematics, and building and fire codes. Operate and maintain tools and equipment. Promptly respond to District emergencies. Observe safe work practices and handle hazardous materials according to accepted procedures. Meet production and deadline requirements; and complete projects on a timely basis. Requires the ability and initiative to independently develop methods and techniques in the interest of effectiveness and efficiency. Work cooperatively and maintain harmonious working relationships with staff, co-workers, contractors and the public. Provide training and guidance to others as required. Follow oral and written directions. Estimate materials and labor for assignments. Accurately maintain records and activity logs. Complete required training within a reasonable time in handling, storage and disposal of hazardous materials, asbestos awareness, OSHA standards, bloodborne pathogens, or other related area of training.
  • Physical Abilities
Requires: the ability to stand for extended periods of time, walk extensive distances, and manipulate (lift, carry, move) light to heavy weights on a regular basis; the ability to push, pull, and guide materials of heavy weights; balance to work above ground; the ability to climb (e.g. ladders), stoop, kneel, crouch and work in awkward positions; sufficient hand-eye coordination, hand and finger dexterity including ability to grasp, and visual acuity to operate specialized equipment and read technical (including blueprints) and safety information; auditory ability to hear machinery sounds and alarms; near and far visual acuity to read printed materials, moving objects, and observe work-in-progress; speaking ability to carry on ordinary conversations; and the ability to work in extreme temperature conditions.
  • Working Conditions
Work is performed indoors and outdoors in extreme weather conditions where significant safety considerations exist from full-body physical labor, handling of medium to heavy weight materials, and exposure to and handling of chemicals.

Salary: Five step salary range that provides annual increases of approximately five percent until the fifth step is reached. New hire initial step placement (normally up to Step 3) based on qualifying education and experience as outlined in Merit System Rule 7.20.1. An employee who is promoted to a higher class shall be placed on the step of the new salary range that is at least five percent above the current rate, excluding any differential pay.

Vacation: Earned based on assigned hours. Increased vacation allowance based on years of service with the district. Confidential employees receive an additional 3 days vacation allotment, up to a maximum of 22 days. Management employees receive 22 days of vacation (based on 12-month assignment).

Sick Leave: Earned at the rate of one day (based on the number of assigned hours) per month, and is accumulative from year to year.

Holidays: Fourteen paid holidays per year (based on 12-month assignment).

Insurance and Credit Union: The District offers a competitive Health and Welfare plan for employees and dependents, based upon the number of hours worked; employees who are placed in a regular assignment of 20 hours or more per week are eligible for benefits.
