Overview

The Facility & Procurement Manager is responsible for ensuring the smooth, safe, and cost-efficient operation of all freight forwarding facilities-such as warehouses, cross-dock locations, offices, and transport hubs-across the Netherlands and Belgium.

This role manages all facility operations, maintenance, HSE compliance, warehouse infrastructure, and procurement activities, including contract negotiation for logistics services, equipment, and suppliers.

Strong knowledge of the forwarding environment (air, ocean, road, and warehouse handling) is essential.

Responsibilities

Facility management for forwarding locations:
  • Prepare profitable quotations accurately.
  • Manage facility operations for warehouses, cross-dock terminals, bonded areas, office spaces, and yard environments.
  • Ensure compliance with logistics-specific regulations (e.g., TAPA, AEO, ISPS, ADR where applicable).
  • Oversee dock equipment, material handling equipment (MHE), racking, CCTV, access control, fire safety systems, and security infrastructure.
  • Coordinate building maintenance, repairs, cleaning, pest control, and waste management.
  • Ensure operational uptime to support freight flows and cut-off times.
  • Lead facility readiness for peak seasons and volume fluctuations.

Procurement & Contract Management
  • Manage procurement for logistics services, operational equipment, and facility needs (MHE, warehouse supplies, utilities, uniforms, HVAC, cleaning, security services, etc.).
  • Source and negotiate contracts for transportation-related services (e.g., shunting, yard services, fuel, equipment rental, temporary labor agencies).
  • Implement procurement strategies that ensure cost optimization without impacting service to customers.
  • Develop local and regional supplier panels for NL & BE.
  • Ensure procurement compliance and documentation according to corporate standards.

Logistics Project Support
  • Support new warehouse openings, expansions, or relocations.
  • Manage fit-out projects including racking, docks, WMS infrastructure requirements, and operational flows.
  • Collaborate with Operations, Compliance, and IT to ensure facilities meet forwarding operational needs.

Health, Safety & Environmental Compliance (HSE)
  • Maintain compliance with Dutch and Belgian HSE regulations for logistics facilities.
  • Conduct regular HSE audits, risk assessments, and emergency preparedness drills.
  • Ensure safe operations in loading bays, forklift areas, and bonded zones.
  • Drive sustainability initiatives (energy reduction, recycling programs, fleet/environmental improvements).

Vendor & Service Provider Management
  • Manage performance of facility and procurement vendors across both countries.
  • Track and optimize SLAs and KPIs for cleaning, maintenance, security, MHE providers, and logistics-related partners.
  • Implement quarterly business reviews (QBRs) with key suppliers.

Budget & Cost Control
  • Prepare and manage facility and procurement budgets for NL & BE.
  • Control operating expenses for utilities, maintenance, rent, equipment, and purchased services.
  • Identify cost-saving opportunities through consolidation, renegotiation, or process optimization.
  • Provide regular cost analyses to senior management.

Qualifications

  • Bachelor's degree in Facility Management, Logistics, Supply Chain, or Business Administration.
  • 5+ years of experience in facility management or procurement within a freight forwarding, logistics, warehousing, or transport environment.
  • Experience managing multi-site operations.
  • Knowledge of forwarding requirements (airfreight handling, ocean terminal needs, cross-dock operations, security regulations).
  • Strong understanding of HSE requirements in NL & BE.
  • Fluent in Dutch and English; French is a strong asset.
  • Experience with TAPA, AEO, ISO standards, ADR, dangerous goods storage, or bonded warehouse regulations preferred.
  • Experience with CAFM systems, procurement software, and warehouse infrastructure tools preferred.
  • Strong negotiation and vendor performance management experience preferred.
  • Operational discipline and strong logistical awareness.
  • Stakeholder management across countries and departments.
  • Analytical and financial acumen.

  • Ability to manage high-pressure operational environments.
