Day Rate: GBP 450 per day + travel expenses (agreed locally)
Location: Liverpool City Region (with occasional travel across Northwest)
Reports To: CTEC Project Director and Association of Liverpool City Region Colleges (AoLCRC)

About the Role

Are you passionate about construction, education, and regional collaboration? The Association of Liverpool City Region Colleges is seeking a CTEC Spoke Project Lead to coordinate and champion the Liverpool City Region's contribution to the Northwest Construction Technical Excellence College (CTEC) programme, led by Wigan & Leigh College.

This is a unique opportunity to shape the future of construction skills development across the region, working closely with colleges, employers, and stakeholders to deliver high-impact outcomes.

Key Responsibilities

1. Regional Collaboration & Stakeholder Leadership

  • Lead collaboration among FE providers in the Liverpool City Region.
  • Build strong partnerships with colleges, employers, and AoLCRC.
  • Act as the primary liaison between LCR Colleges and the NW CTEC Hub.
  • Represent AoLCRC at regional CTEC forums and working groups.

2. Strategic Insight & Intelligence

  • Identify sub-regional construction skills needs.
  • Coordinate data gathering to inform the NW CTEC Construction Skills Strategy.
  • Provide insight into barriers and opportunities for construction training.

3. Quality Improvement & Workforce Development

  • Promote CPD and best practice sharing among teaching staff.
  • Support curriculum innovation and staff development initiatives.

4. Monitoring, Evaluation & Impact

  • Collect data and case studies for DfE reporting.
  • Monitor engagement and outcomes across the sub-region.
  • Contribute to continuous improvement and evaluation processes.

Building Construction Training for Everyone

The North-West Construction Technical Excellence College (CTEC) is redefining construction training for tomorrow, combining green, digital, modern, and traditional skills to develop a high-skilled workforce across the region through a collaborative network of employers and educators. Led by Wigan & Leigh College, with delivery partners Blackpool & The Fylde College and East Lancashire Learning Group, the NW CTEC is just one of ten in England, chosen by the Department for Education to transform how construction skills are taught.

Backed by a GBP 100 million national investment, the CTECs aim to train 40,000 skilled workers by 2029 - building 1.5 million homes and vital infrastructure.

The CTEC offers every young person in the North-West access to high-quality construction training close to home, shaped by industry expertise and employer needs.

Liverpool City Region - FE Colleges participating as part of the North-West CTEC.

Whilst Wigan and Leigh College develop the 'CTEC Hub' for the North West of England, there will be a number of sub-regional partners participating in the development and delivery of this project, acting as regional 'spokes', thus delivering local solutions in their sub-region. This will ensure participation in the North West CTEC Hub, sharing good practice within the construction and FE Sector. The Liverpool City Region's FE Colleges will be actively involved in contributing to this project and this role will support and manage the development and implementation of the LCR element of the project, working with the CTEC Hub, and liaising with the FE Colleges in Liverpool City Region, that are all specialist providers of education and skills for construction and the built environment, that will help to deliver the ambitious plans for the regeneration of Liverpool City Region.
