About Wernham House
Wernham House is a residential and respite care accommodation service for adults who have alcohol and substance use problems and mental health issues. It provides care, support and accommodation for 17 individuals, 24 hours a day, 7 days a week with a dedicated team of Support Practitioners.

Job title: ATAP Project Lead
Responsible to: Chief Executive Officer
Hours of work: Full Time - 36.5 hours per week
Contract: Fixed-term (12 months)
Salary: Competitive, based on experience
About the role
The ATAP Project Lead will spearhead the Ask & Act Integrated Prevention Pathways pilot, a strategic multi-agency initiative designed to implement new statutory duties under the Housing (Scotland) Bill. This role is pivotal in driving systems change, early intervention, and digital innovation to prevent homelessness before it begins.
You will lead a complex, collaborative programme involving Aberdeen Cyrenians, Aberdeen City Council, and a wide network of public and third-sector partners. The role combines strategic leadership, project governance, and operational delivery, ensuring the successful deployment of ASK:ENACT™, a prevention-focused digital platform, alongside multi-agency practice development.

Programme Leadership
- Lead the planning, coordination, and delivery of the Ask & Act pilot.
- Ensure alignment with statutory duties under the Housing (Scotland) Bill and Scottish Government priorities.
- Drive cultural and practice change across sectors through collaborative engagement.
Stakeholder Engagement
- Build and maintain strong relationships with local authorities, health, social care, education, housing providers, and third-sector organisations.
- Facilitate co-design workshops, multi-agency panels, and knowledge exchange sessions.
Project Governance
- Establish and manage governance structures, including steering groups and reporting frameworks.
- Monitor progress against milestones, manage risks, and ensure compliance with data protection and ethical standards.
Digital Innovation
- Oversee the implementation and integration of ASK:ENACT™ software within partner organisations.
- Support user onboarding, training, and feedback loops to refine digital tools and protocols.
Evaluation & Learning
- Lead data collection and analysis on outcomes, practitioner confidence, and system performance.
- Produce reports and insights to inform national guidance, commissioning, and workforce development.
Resource & Budget Management
- Manage project budgets, ensuring cost efficiency and financial sustainability.
- Identify funding opportunities and contribute to future bids.
Essential Skills & Experience
- Proven experience in project leadership within multi-agency or public-sector environments.
- Strong understanding of homelessness prevention, housing policy, and statutory frameworks.
- Excellent stakeholder management and facilitation skills.
- Familiarity with digital transformation and technology adoption in service delivery.
- Knowledge of data protection, GDPR, and ethical frameworks.
- Ability to manage complex projects with multiple workstreams and deadlines.
Desirable
- Experience with quality improvement methods, Community Planning frameworks, or Liberated Method approaches.
- Understanding of AI-driven tools and digital platforms in public services.
- Background in housing, social work, or community safety.
