About Haringey

Haringey is a fantastic place to live and work - the world in one borough. A place brimming with creativity, personality, radicalism, and community. It is a place where we stand up for each other. A place that is proudly distinctive. We'll be celebrating all this and more as the "rebel borough" when we are the 2027 London Borough of Culture.

Our history champions change-makers and everyday rebels; revelling in our differences, battling discrimination, championing equality, and doing things our own way. Haringey's people are a huge asset, with knowledge, expertise, and passion. Our staff members embody our organisational values: Caring, Creative, Courageous, Collaborative and Community-focused. These values keep us looking forward, ambitious for the future, and continuously striving to do our very best for all of our residents.

About the role

We are seeking a highly skilled and commercially astute Commissioning Lead Negotiator to play a central role in developing, negotiating and securing complex packages of care for adults across Haringey. You will lead on fee negotiations for both new and existing placements, using tools such as CareCubed to ensure value-for-money while securing high-quality outcomes for residents with complex needs, in line with the Care Act 2014. Your work will include robust cost modelling, leading annual price review processes, developing negotiation strategies, and ensuring all commissioning decisions are evidence-based, lawful and financially sound. You will also support strategic commissioning priorities, contribute to budget planning, and work closely with social care teams to help shape sustainable, person-centred care arrangements.
About the team

You will join the Adults Social Care Commissioning and Brokerage service within the Adults, Housing and Health Directorate-a collaborative, high-performing team dedicated to securing the best outcomes for residents while ensuring efficient use of public funds. Working alongside Brokerage, Quality Assurance, Commissioning teams, Social Workers and senior leaders, you will help inform market intelligence, support Category A projects, and contribute to key strategic planning initiatives. Your work will also involve close partnership with external providers, CQC, North Central London councils, procurement colleagues, housing services, and co-production groups. This is a dynamic environment where negotiation, innovation and cross-team collaboration are essential to delivering sustainable adult social care across a diverse provider landscape.
About you

You will bring extensive experience within the social care sector, with strong knowledge of relevant legislation, CQC standards, commissioning frameworks and the complexities of negotiating care packages for individuals with varied and high-level needs. You will be an excellent communicator with strong analytical, negotiation and influencing skills, capable of managing change, supporting others, and working confidently across multidisciplinary teams. You should be educated to degree level (or equivalent) and able to interpret data, manage performance information, and maintain accurate records using social care systems such as LiquidLogic or Controcc. Experience working with providers, drafting contracts, negotiating fees and shaping service specifications is essential. Above all, you will be a collaborative problem-solver with a commitment to delivering value-for-money solutions that improve the life chances of adults across Haringey.
Working for Haringey

At Haringey Council we are committed to creating a workplace culture where all our people feel valued, included, and able to be their best at work, and we recognise the benefits of a diverse workforce so welcome applications from all ethnicities and communities so that we continue to make a difference to our residents and community. Our benefits package includes a leave entitlement of 31 days + bank holidays, potential hybrid working opportunities, health and wellbeing support, a generous local government pension scheme and a range of discount schemes across leisure and culture that provide both financial and money-saving discounts.

Please note: we reserve the right to end this advert before the noted deadline if we receive sufficient applications. If you wish to apply for this role, please ensure that you do so as soon as possible.
